It is required to meet the technical requirements and create a deployment according to the documentation. Please, make sure everything is correctly configured following the official documentation: Deploying Partial Upgrade Tool.

Once it is deployed on your CloudBlue Commerce installation, the tool will be accessible form your CP, on Operations side under "Services".
