[O365] Sales order fails with error: Internal error: APSC: No such node (userId)

Symptoms

Sales order fails with the below error:

Internal error: APSC: No such node (userId)

Cause

There is an inconsistency on APS bus. The corresponding APS resource(s) of a service user(s) on the account stuck in aps:provisioning state and does not have the property userId.

Resolution

Contact your Technical Account Manager in order to check the issue in details and consider the possibility to fix the broken resources.
